Wind+Wing Technologies is owned by Jay Gardner and Hans Korfin, co-founders of Adventure Cat Sailing Charters which has provided catamaran sailing excursions for the public in the San Francisco Bay Area for more than 18 years. Adventure Cat Sailing Charters is a private, for-profit sailing excursion business. It has operated on the San Francisco Bay since 1991, and has two vessels that use the power of the wind for 95% of its daily sailings offered. It has developed a plan to improve Commuter Ferry fuel efficiency and reduce emissions.

Adventure Cat has established Wind+Wing Technologies as an independent business for managing the demonstration project to ensure transparency of activities and funding.
